Launched on 29th September 2015, the National Institutional Ranking Framework (NIRF) is one of the most reliable performance indicators for higher education institutions in India, helping policymakers and students to make informed decisions.
It is surprising to note that even 10 years back, there was no ranking framework to evaluate the performance and other aspects of Indian academic institutions. All that changed on 29th September 2015, when the Government of India recognized the National Institutional Ranking Framework (NIRF).
This ranking framework was the first one in the country to evaluate the performance of higher education institutions across India. The Honourable Minister of Human Resource Development (MHRD) approved of it and launched it. The framework, for the first time in India, helped rank Indian higher academic institutions.
Before the launch of NIRF, policymakers as well as students in India were at a loss.There were global rankings like Times Higher Education or QS Higher Education. But these systems did not take into account priorities specific to India, such as social equity, access and inclusivity. Naturally, institutions from India got poor rankings in them. This changed with the coming of NIRF. Conceptualized as an India-specific ranking system, it could address all these existing gaps.
Parameters of NIRF Rankings
In 2016, the first India rankings were released under NIRF. Today, the NIRF depends on five broad parameters for assessing institutions, each of which have defined weightages and sub-parameters. Such parameters ensure holistic rankings and capture different performance aspects of every institution that is ranked.
Teaching, Learning and Resources (TLR) – Weightage: 30%
Evaluates faculty-student ratio, number of PhD-qualified faculty, student strength, and financial resource utilisation.
Example: An institute with well-qualified permanent faculty and strong infrastructure scores higher here.
Research and Professional Practices (RP) – Weightage: 30%
Measures publications, patents, quality of research, and professional project funding.
Institutions like IITs and IISc excel due to high research output and industry collaboration.
Graduation Outcomes (GO) – Weightage: 20%
Captures exam results, placement statistics, median salary, higher studies, entrepreneurship, and PhD graduates.
This parameter is particularly important for students as it reflects employability and academic success.
Outreach and Inclusivity (OI) – Weightage: 10%
Focuses on regional diversity, representation of women, students from disadvantaged backgrounds, and facilities for differently-abled students.
Perception (PR) – Weightage: 10%
Based on peer perception by academic experts, employers, and research organisations.
Although it carries the lowest weightage, it significantly influences institutional reputation.
Together, these parameters provide a 360-degree evaluation of institutions, ensuring that rankings are not skewed toward only one dimension such as placements or infrastructure.
Growth and Expansion of NIRF
NIRF has gained widespread recognition among students and institutions, since its launch. Around 2,426 institutions participated with 3,565 applications in 2016. Cut to 2024, when 6,517 institutions submitted 10,845 applications across categories. There was a 204% rise in applications and 168% growth in unique institutions.
This growth shows how much NIRF rankings has been accepted as a transparent, completely fair ranking exercise. The categories have also expanded. There are newer additions, such as:

However, in March 2025, the Madras High Court gave an interim stay order on the NIRF Rankings 2025, after a petition was filedregarding procedural concerns. Despite this, there is no question about the credibility and the importance of the NIRF framework in the higher education landscape of India.

IIT Madras continued to retain its peak position in the overall category. The Indian Institute of Science (IISc) Bengaluru ranked second while IIT Bombay came at the third position.
The newest rankings have been released for as soon as 17 valid categories which comprise of colleges, universities, overall, management, research institutions, dental, medical, pharmacy, engineering, architecture and planning, law, SDG ranking, open universities, skilled university, state university, innovation, agriculture and allied sectors.

Choosing the right college for themselves is one of the biggest decisions in the life of students.
