Civil Services (Preliminary) Examination 2020 Eligibility Criteria

Eligibility Conditions :

(I)Nationality :

  • For the Indian Administrative Service, the Indian Foreign Service and the Indian Police Service,  a candidate must be a citizen of India
  • For other services, a candidate must be either:

(a) a citizen of India, or 

(b) a subject of Nepal, or

(c) a subject of Bhutan, or

(d) a Tibetan refugee who came over to India before 1st January 1962 with the intention of permanently settling in India, or

(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.


  •  A candidate must have attained the age of 21 years and must not have attained the age of  32 years on the 1st of August, 2019 i.e., he must have been born not earlier than 2nd August, 1987 and not later than 1st August, 1998. Necessary action to make corresponding changes in respective Rules/Regulations pertaining to various services is being taken separately.
  •  The upper age-limit prescribed above will be relaxable:

(i) up to a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe;

(ii) up to a maximum of three years in the case of candidates belonging to Other Backward  Classes who are eligible to avail of reservation applicable to such candidates

(iii) up to a maximum of three years in the case of Defence Services Personnel, disabled in  operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof

(iv) up to a maximum of five years in the case of ex-servicemen including Commissioned  Officers and ECOs/SSCOs who have rendered at least five years Military Service as on 1st August, 2020 and have been released;

(a) on completion of assignment (including those whose assignment is due to be  completed within one year from 1st August, 2019 otherwise than by way of dismissal or discharge on account of misconduct or inefficiency; or

(b) on account of physical disability attributable to Military Service; or

    Application Form Filling Instructions


    • Candidates are required to apply Online by using the website Detailed instructions for filling up online applications are available on the above-mentioned website. Brief Instructions for filling up the "Online Application Form" given in Appendix-II
    • Candidate should have details of one Photo ID Card viz. Aadhaar Card/Voter Card/PAN Card/Passport/Driving Licence/Any other Photo ID Card issued by the State/Central  Government. The details of this Photo ID Card will have to be provided by the candidate while filling up the online application form. The candidates will have to upload a scanned copy of the Photo ID whose details have been provided in the online application by him/her. This Photo ID Card will be used for all future referencing and the candidate is advised to carry this Photo ID Card while appearing for Examination/Personality Test.

    More Information


    • The use of any mobile phone (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smartwatches etc. or camera or blue tooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination is strictly prohibited. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
    • Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as an arrangement for safe-keeping, cannot be assured.

    NOTE : Candidates are advised to go through the Syllabus published in this Section for the  Preliminary Examination and the Main Examination, as periodic revision of syllabus has been done in several subjects. 

    Part A—Preliminary Examination :

    Paper I - (200 marks)

    • Current events of national and international importance
    • History of India and Indian National Movement
    • Indian and World Geography-Physical, Social, Economic Geography of India and the World
    • Indian Polity and Governance-Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, 
    • Economic and Social Development-Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives,
    • General issues on Environmental ecology, Bio-diversity, and Climate Change - that do not require subject specialization
    • General Science

    Paper II-(200 Marks)

    • Comprehension
    • Interpersonal skills including communication skills;
    • Logical reasoning and analytical ability;
    • Decision making and problem solving;
    • General mental ability;
    • Basic numeracy (numbers and their relations, orders Of magnitude, etc.) (Class X level), Data
    • interpretation (charts, graphs, tables, data sufficiency etc. — Class X level);

    Note 1 : Paper-II Of the Civil Services (Preliminary) Examination will be a qualifying paper with minimum qualifying marks fixed at 33%.  

    Note 2: The questions will be Of multiple-choice, objective type.

    Note 3 is mandatory for the candidate to appear in both the Papers Of Civil Services (Prelim)  Examination for the purpose Of evaluation. Therefore a candidate will be disqualified in  case he/she does not appear in both the papers Of Civil Services (Prelim) Examination.)
