The civil services preliminary examination, administered annually by the Union Public Service Commission (UPSC), is one of the most competitive and prestigious examinations in India. It serves as a passageway for aspirants into the country's elite services. The Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Foreign Service (IFS), to name a few. The civil services preliminary examination is the first step in this three-tiered process, in which three tiers are involved, namely civil services preliminary examination, Mains examination, and Interview. Civil Services Preliminary Examination Structure
The Preliminary Examination is a two-paper exam. Both the papers are objective type, that is, multiple choice questions, acting as a screening test for the candidates to qualify for the Main Examination.


1. General Studies Paper I
- Focus: This paper examines the knowledge of current events, history, geography, polity, economy, environment, and general science by the candidate. .

- Marks: 200

- Duration: 2 hours

- Objective: This paper tests the intellectual level needed to perform civil services in the candidate.


2. General Studies Paper II (CSAT)
Theme: CSAT is used for assessing the comprehension ability, reasoning skill, and analytical power and judgment with elementary number work on the part of the candidate.


Marks: 200 

Time: 2 hours 

Qualifying: Only those candidates qualify who obtain at least 33% marks in this paper. 


Note: The cut-off to appear for the Mains examination will be only for the marks of Paper I.


Eligibility Criteria 
1. Nationality:- The candidate should be an Indian citizen for IAS and IPS.

- Eligible for the other services also, a citizen of India or Nepal or Bhutan or other such persons of Indian origin who have migrated to some countries.

 

2. Age Limit: 21 to 32 years  

   - For General Category

- Age relaxations are offered to SC, ST, OBC, and other categories.

 

3. Educational Qualification:
     - a degree of graduation from any accredited university.

- Even final-year students are eligible for the application. They should produce proof of graduation at the time of Mains application.


4. Number of Attempts:
General: 6  

   OBC: 9  

   SC/ST: Unlimited within the age limit  


 Syllabus Overview
The syllabus for the Civil Services Preliminary Examination is vast and diverse.

Current Events: Of National and International Significance Paper I (General Studies).

History of India: Indian National Movement and ancient, medieval, and modern history.


Geography: The physical, social, and economic geography of India and the world.


Polity and Governance: The Indian Constitution, the political system, rights concerns, Panchayati Raj, and public policy.

 

 Economic and Social Development: Poverty, inclusion, demographics, and sustainable development.

 Environmental Ecology and Biodiversity: Climate change and general environmental science.

- General Science: Everyday science and technological developments.  


Paper II (CSAT):

- Comprehension and Communication Skills

- Logical Reasoning and Analytical Ability

- Decision-making and Problem-solving 

- Basic Numeracy and Data Interpretation


Preparation Strategy Civil Services Preliminary Examination 2025

1. Understand the Syllabus

The first and most important step towards preparing for the Civil Services Preliminary Examination is to understand the syllabus in detail. What is included and what is excluded helps narrow down your focus for study. Be familiar with every topic under General Studies Paper I and Paper II (CSAT). Break the syllabus into smaller sections and analyze the weightage of each topic based on previous years' question papers.


2. Study Material:

   - Standard books like NCERTs, Laxmikanth (Polity), Spectrum (History), and GC Leong (Geography).

   - Regularly read newspapers like The Hindu or Indian Express for current affairs.


3. Time Management

Effective time management is required to crack this highly competitive examination. Begin by making a proper timetable for all subjects, spending more time on difficult topics and less on your strengths. At least 6–8 hours a day must be spent studying, with some time for new concepts, revising previous topics, and practice questions. Avoid procrastination by making small achievable goals for each session of study.


4. Mock Tests

Mock tests are a must do to judge the preparation level and enhance the performance on the examination day. Complete full-length mock tests in conditions that closely simulate the exam environment to develop skills in time management, accuracy, and confidence. These tests indicate weak areas of knowledge and show the kinds of questions asked commonly.


5. Focus on CSAT:

It is qualifying, but you still should not skip CSAT prep, especially if you have any issues with maths or comprehension.
