Medical Colleges can now Appoint Overseas Citizens and Private Doctors to Teach MBBS - GOVERNMENT

There is a piece of good news for medical students that, not being able to learn from extensively educated doctors from overseas. According to the health ministry, now medical colleges can appoint private doctors, on a part-time basis, also doctors from overseas and other countries, to teach MBBS and postgraduate medical students. This new regulation does not apply to all the AIIMS institutions, PGI Chandigarh and JIPMER in Puducherry, which established under stand-alone Acts of Parliament.

This change aims to overcome the shortage of teachers in private and government colleges. The decision was taken by the Board of Governors (BoG), though it is vested with the powers of the medical education regulators, Medical Council of India.

Earlier, the private practitioners were not allowed to teach in medical colleges, due to old regulations. The BoG is being incorporated with a new clause by amending the earlier rules on the minimum qualification of the teachers in medical institutions.

According to the new regulations titled by Minimum Qualification for Teachers in medical institution regulation 2019, these teachers who are hired on a part-time basis is going to be called as visiting faculty.

Overseas citizens of India, are also going to be appointed as the visiting faculty, to encourage and facilitate the inclusion of the Indian Diaspora of medical education.

The notification says that these visiting faculty possess the postgraduate degree as prescribed in the respective regulations for the appointment as a concerned specialty, and a minimum of eight years as working experiences, in the concerned specialty after obtaining the postgraduate degree.
The age limit of the visiting faculty could be 70 years. And the strength would not be more than 50 percent of the faculty strength prescribed for the concerned specialty.

The selection of the visiting faculty members would be made by a committee comprised of either Director or Principal or Dean of the medical college, as a chair of the panel. These members are the head of the department of the concerned specialty or the head of any other specialty department, and at least one expert on the subject from the medical college outside the city mostly preferred from the institute of national importance.

These visiting faculty includes the person who is working as a private health care practitioner, non-governmental organization, or any retired personnel who likes to work. The colleges will also provide an honorarium to the visiting faculty.
