Disability is defined as a lack of ability to perform an activity in the manner considered normal for a human being. It is estimated that 5% population (approx) suffer from one or other form of disability. Malnutrition, lack of hygiene, inadequate/delay in medical services, infectious diseases, accidents, etc. may cause impairment leading to disability. For rehabilitation of such persons, the appropriate services need to be widely available. The disability has been broadly grouped as:
i) Locomotor disability
ii) Hearing impairment
iii) Mental retardation & mental illness.
iv) Blindness or low vision.
The Government, NGOs and civil society institutions have been providing services to the persons with disabilities since long, but these efforts have gained momentum since 1970’s when the decade was marked by a new approach to disability with the concept of “Rights for Disabled Persons”. The United Nations took the lead and issued declarations relating to Rights to the Disabled Persons (1975). The decade 1983-92 was declared as the “Decade of the Disabled Persons”. This was followed by the “Asia and Pacific Decade of Disabled Persons” (1993-2002). The standard rules for the equalization of opportunities for persons with disabilities were adopted by the UN General Assembly in 1993.
Since 1970, Ministry of Social Justice and Empowerment, Govt. of India has established
several Institutions to train professionals/manpower in the field of rehabilitation. There
